How is it best to educate members on giving to a church endowment (perpetual account producing income for missions, etc.) without decreasing the importance of giving regular tithes and offerings?

I would suggest reminding people of the biblical mandate about giving and then providing a clear explanation of setting up a church endowment and the benefits of doing so. Although this might seem like a very basic approach, sometimes the simple approach is often the best one to take.
